Smugglers Way Household Waste and Recycling Centre (HWRC)

You can book via this website or if you have any problems booking online, you can call your local Council or WRWA using the telephone numbers below and they will be able to book you in – Mon. to Fri. 9am to 5pm only.

You will need to provide the following information on the online booking form, or give these details to the Council officer should you need to make a booking by telephone:

  • name and address details
  • mobile telephone number and/or email address
  • your car registration number

Coming in a hire car or taxi?

If you are using a hire car, or coming in a taxi, you will need to press the relevant button when you are booking in and you will not then be required to provide a vehicle registration number.

You will be asked to provide ID that confirms your name and address when you visit to prove that you live in the area we serve.

Booking slots are available up to a week in advance.

 

It’s easy to cancel or reschedule your booking.

 

You will receive an email and/or SMS within seconds of making your booking and a reminder email the day before your visit.  Both the email and SMS will provide you with a link to cancel the booking or reschedule if necessary.  This will reduce the amount of No-Shows and ensure that someone else can use the Booking slot.

Each time you use the Smugglers Way Household Waste and Recycling Centre in a car, you will need to bring ID which confirms your name and address, e.g.

  • driving licence,
  • Council Tax bill or utility bill dated within the past 3 months, e.g. water, gas, electricity, telephone
  • rent or mortgage statement
  • tenancy agreement
  • bank statement dated within the past 3 months

These documents can be shown on a mobile phone.

  • Alternatively, residents must have a clearly displayed Residents Parking Permit.

Centre staff will be asking to see residents’ ID during regular spot-checks throughout the day.  If you do not produce Valid ID when asked, you will not be allowed to use the Centre.

There is usually  a booking slot available on the same day, or you can book up to seven days ahead.

 

There are no restrictions on the number of visits, or the number of visits you can book in at one time.

The only restriction is that it is not possible to book back-to-back slots (e.g. you can not book a 10am -10.30 arrival slot followed by a 10.30am – 11am arrival slot).

The number of bookings are monitored to ensure there is no abuse of the system.

We introduced a booking system for a number of reasons.

Queuing Problems:

Queuing at Smugglers Way was an issue at peak times, particularly at weekends and on bank holidays, causing disruption to the traffic system around the Centre and affecting neighbouring residents and local businesses.  It was not uncommon, during peak periods, to have queues waiting to enter the HWRC that tailed back to the roundabout in Swandon Way.  The booking system aids the redistribution of usage.

Reduce Usage by Non–WRWA residents:

The second main objective was to reduce usage from members of the public living outside of our constituent borough boundaries (and Westminster), thereby reducing waste tonnage and costs to Council Tax payers.

The booking system trial provided waste tonnage data for the period April to August 2021.  Overall tonnage to the HWRC is approximately 7% lower than pre-pandemic levels, saving the Authority £200,000 in a full year.

 

WRWA made the decision to introduce a booking system trial at its meeting in September 2020 and, after a successful six-month trial, approval to make the system permanent was received at its meeting in September 2021 (Paper No. WRWA 21-20).

In those boroughs where fly tipping has increased, the increases do not appear to be as a direct consequence of the introduction of the Booking System.  The increases have occurred since the Summer/Autumn of 2020, i.e. around six months or more before the introduction of the trial.

 

It is necessary to book a slot for visits on every day of the week as the  Booking System is also intended to reduce misuse by non-residents which happens every day of the week.
