New Joint Strategy Sets Ambitious Path for Waste and Recycling
Our new Joint Resources and Waste Management Strategy 2025 – 2040 was formally adopted in February 2025, following almost two years of work by the WRWA and its constituent councils (The Partners).
The Strategy sets out the aims and aspirations of the Partners in reducing the environmental impact of waste management in the light of future changes and forthcoming government. It outlines how the Partners will work together to manage resources and waste within their boundaries over the strategy period.
Strategy development included the creation of a joint vision with elected members and officers and forecasting of the amount of waste that the Partners will need to collect and manage in the future. This included modelling different potential waste collection arrangements to see what impact they could make and what potential recycling performance levels could be achieved to inform target development.
Feedback on our plans from the residents and businesses we serve and wider stakeholders was received during a six week public consultation process in September and October 2024, which included focus groups and an online survey. The draft strategy was then updated to incorporate these views which included the addition of stretch targets to further push future performance levels.
Our Vision for the Strategy:
“The Western Riverside partners will work together with our residents and businesses to prioritise waste prevention, reduce our carbon emissions and environmental impacts, and provide customer focused waste and recycling services that maximise value from the materials we manage.”
Action Plans
Four dedicated action plans were outlined within the strategy to support strategy delivery, against which progress can be monitored:

- Delivering Best Value and Preparing for the Future
Monitoring Progress
Working together, the Partners will carry out annual reviews and progress monitoring throughout the lifespan of the Strategy to measure progress against priorities and ensure we remain on track with achieving our goals.
